Why are States Trying to Prevent the Chesapeake Bay From Getting Cleaned Up?

I know it probably seems crazy, who would be against cleaning up a bay that once was filled with wildlife such as clams and crabs? Believe it or not there are 20 states that are not even close to the bay that are rejecting the idea of cleaning it up. This is because the bay is strongly polluted by chemicals and urban runoff that is produced from local factories and/or farms. These states that are not bordering the bay are trying to prevent a bill that reduces the pollution and save the wildlife.
